EU, EEA and Swiss citizens
EU Registration Certificate in Valencia
Moving to Valencia for more than three months with an EU, EEA or Swiss passport? You are expected to register as a resident. The green certificate you receive includes your NIE and is the document landlords, banks and employers in Valencia will ask to see.

What it is
The Certificado de Registro de Ciudadano de la Unión is the record of your residence in Spain as an EU national. It is printed on green paper or card, shows your NIE and is used alongside your passport or ID card, since it is not an identity document itself.
In Valencia city, EU registration certificates are processed at the Comisaría de Bailén (Calle Bailén, 9), under the appointment “POLICIA-CERTIFICADO DE REGISTRO DE CIUDADANO DE LA U.E.”. Outside the city, the appointment system also lists other police stations in the province, such as Alzira, Burjassot, Gandia, Ontinyent, Paterna, Sagunto and Xirivella; we check which one applies to your address.
The key is proving that you fit one of the categories in the regulations: employee, self-employed, person with enough income and health cover, student, or family member of someone who qualifies. That is where most applications go wrong, and where we spend our time.
Who it is for
- EU, EEA and Swiss citizens settling in Valencia for more than three months.
- People starting a job or a business in the province.
- Retirees moving to the coast with a pension and private or public health cover.
- Students at Valencian universities and schools.
- Long-term residents who need a fresh copy of their certificate.
Documents usually needed
- Passport or national ID card, with a photocopy.
- Form EX-18, completed and signed.
- Receipt for the fee paid with modelo 790 code 012.
- Evidence of your category: a Spanish employment contract or Social Security registration, autónomo registration, proof of income plus health insurance, or university enrolment.
- A recent padrón certificate for your Valencia address.
The assessment of "sufficient resources" and of private health insurance is done case by case. We go through your evidence before the appointment so there are no surprises.
How we handle it
- Choose the category. We look at your situation and decide which category gives you the strongest application.
- Padrón first. If you are not yet on the padrón in Valencia, we organise that step first.
- Paperwork. We complete the EX-18 and the fee form, and review every piece of evidence.
- Appointment. We book the slot at the police office for your address and explain what will happen on the day.
- Certificate. In most cases you leave the appointment with the certificate in hand.
Timeframes
The wait is for the appointment, which depends on demand in Valencia city or in your town. On the day itself, the certificate is usually issued there and then.
Price
From 200 € + VAT, covering the appointment, the file and the fee document. If you need the padrón as well, we usually quote both as a pack. The official fee is separate.
Frequently asked questions
I spend winters in Valencia and summers at home. Do I need to register?
The duty applies when you live in Spain for more than three months. If you keep your main residence elsewhere and stay for shorter periods, a NIE is often enough. Tell us your pattern and we will advise.
Is the green certificate a residence card?
It proves you are registered as a resident, but you still need your passport or ID card to identify yourself.
My spouse is not an EU citizen. What do they need?
A residence card for family members of EU citizens, which is a separate procedure. We can quote both of you together.
Can I register before I find a flat?
In practice you will need an address, because the padrón is commonly requested. Once you have a rental contract or a place to stay, we can start.
You get a written quote with a closed fee before you pay anything. Official fees are listed separately.
Write on a working day and we reply within one business day, with a plan for your case.
